VAT
PayPal’s UK fee page does not say whether these fees are inclusive or exclusive of VAT. We will not guess at a figure the publisher does not state.
The EEA service fee
A separate 1.29% charge exists with almost the same name and the same figure as the EEA surcharge, but PayPal applies it only to merchants who hold a separate agreement. It is not counted here.
Currency conversion
Charged separately when the payment arrives in another currency, and applied on top of everything else. It depends on the buyer, not on what you sell.

On an ordinary sale PayPal UK takes 2.9% of the amount received plus a fixed £0.30. On £100 that is £3.20, leaving you £96.80. PayPal publishes 4 rates for receiving money in the UK.

How do I calculate PayPal fees?

Multiply the amount received by the rate for how you were paid, then add that line's fixed fee — 2.9% plus £0.30 on an ordinary sale. If the buyer is abroad, one surcharge is added to that rate rather than replacing it.

What is the PayPal Goods and Services fee in the UK?

PayPal's UK fee page publishes no line called "Goods and Services" — that wording belongs to its US schedule. The line that applies to a UK sale is "All Other Commercial Transactions", at 2.9% plus £0.30. A calculator quoting the US 2.99% for a UK seller is quoting the wrong country.

How much does PayPal charge for an international payment in the UK?

One surcharge is added to the domestic rate: 1.29% when the buyer is in the EEA, 1.99% for all other markets. An ordinary £100 sale from the EEA costs £4.49 instead of £3.20.

Why did my PayPal QR code fee change?

PayPal splits QR code payments at £10.00, and the threshold moves the rate and the fixed fee together. At £10.00 you pay 2% plus £0.05; one penny more and it becomes 1.5% plus £0.10.
